Role Description

The Manager of Project Permitting and Environmental Compliance will partner with cross-functional teams in activities leading to the successful execution and delivery/hand-off of new projects to the Execution Team for construction and operations. Specific duties will include:

  • Develop permitting roadmap and obtain all required federal, state, and local environmental licenses, permits and approvals for development projects.
  • Support grid interconnection, water access, and technical and environmental studies required for entitlements.
  • Hire and manage contractors, vendors, and consultants to maintain project timeline and budget.
  • Act as a representative for Heliogen in meetings with landowners, the community, elected officials, and regulators.
  • Assess risks and build action plans for community support.
  • Draft original text for use in permitting documents, public education, and investor reporting materials.
  • Once a project is permitted, seamlessly transfer to the Execution Team Project Manager for construction management. Provide ongoing support to the PM, as required, throughout the construction and operations process.
  • Support in building out Heliogen’s processes for project operations, such as, environmental compliance, reporting, monitoring, remediation, and environmental permitting functions.
  • Maintain current knowledge of pertinent national and state level environmental policies and regulations that could affect Heliogen.
  • Be able to assist in resolving complex environmental matters.
  • Identify and implement novel mitigation strategies to reduce project cost and impact.
  • Assist in cost reduction initiatives, vendor development, and invoice audits.

Desired Skills and Expertise:

  • Self-starter, very self-reliant and capable of operating with minimal supervision.
  • Undergraduate or graduate degree in STEM related field or environmental sciences.
  • 5+ years of environmental permitting expertise in development, preferably in the utility-scale environment.
  • Knowledge of California and Arizona energy and environmental regulation including state siting and permitting processes, including NEPA, FWS, State Corporation Commissions, USACE, DNR and other local and federal permitting as needed.
  • Project and case management skills including a strong aptitude for managing and prioritizing multiple projects and deadlines.
  • Ability to communicate efficiently in verbal and written correspondence.
  • Experienced in environmental analysis, diligence, and environmental regulations.
  • Knowledge of the renewable energy construction process; real estate development; renewable energy projects/assets evaluation and acquisition.
  • Working knowledge of ESRI ArcGIS, Google Earth, Microsoft Office, project management software.
